Employment & Training Services

ACAP Employment & Training offers a variety of services to assist people who are seeking employment, and resource and referral information to help businesses make planning, financial, marketing and staff training decisions.

Services are provided for those who have never been fully  employed as well as those who lose their jobs due to a layoff.  Assistance includes career guidance, skill assessment, basic education and GED preparation, guidance in where and how to look for a job, and training in how to remain successfully employed, and occupational skills training for those who qualify.

Though all programs offer a mix of these services, each one serves a specific target group such as youth, eligible adults, dislocated workers, employers, and individuals interested in starting or expanding a business.  CareerCenters in Madawaska, Presque Isle and Houlton provide quality information to the public about jobs, the dynamics of labor markets, available training and education opportunities, and links to other public and private service agencies. Employers are offered assistance with meeting their employment needs.  The following list of programs outlines specific services that are offered at the CareerCenters:

  • INFORMATION CENTERS - a library of resource material, including computer technology, that offers individuals, regardless of their income, an opportunity to access labor market and career information, and to initiate job searches.
  • WORKFORCE INVESTMENT ACT (WIA) SERVICES:
    • Adult Program - Employment and re-employment services to eligible adults.
    • Dislocated Worker Program - Training, education and re-employment services for workers who lose their jobs due to layoffs or plant closings.
    • Rapid Employment and Training Initiative (RETI) - Workforce development services for those individuals who have been effected by plant closures or significant layoffs within Aroostook and Washington Counties.
    • Youth Program - Individualized services to eligible youth, including tutoring, alternative secondary school opportunities, preparation for occupational training or education, summer employment linked to learning, internships, mentoring, leadership development, guidance, counseling, and extensive follow up.
  • WELFARE-TO-WORK - A program designed to transition TANF recipients from welfare to work by first becoming employed, then participating in follow-up services to enhance their skills and abilities.
  • MAINE JOB START - An economic development program that provides reduced interest rate loans of up to $10,000 to low and moderate income Maine residents to either start, strengthen or expand small businesses.  Management training and technical assistance are offered as part of this program.
  • EMPLOYER ASSISTANCE SERVICES - Links employers to an array of services that enable successful participation in a dynamic, competitive economy. Included are labor and safety regulations, effective recruiting and worker training practices and economic development grant writing.
