Energy and Housing Services

• RENTAL ASSISTANCE - Rent subsidies to income eligible families so that they pay no more than 30% of their income for rent and utilities.
• AFFORDABLE HOUSING PROGRAM - Provides for the purchase, repair and sale of homes to income-eligible families with terms affordable to their individual circumstances.
• HOME OWNERSHIP EDUCATION - A 10-hour course to educate homeowners on successful home ownership and for those who aspire to own their own home on the essentials of purchasing a home.
• ENERGY, MOISTURE AND INFILTRATION AUDIT INSPECTIONS - Home-energy usage evaluations that may include recommendations for upgrades, predictions of savings and energy ratings for Energy Efficient Mortgages. Licensed energy auditors perform fee-for-service audits regardless of household income.
• LEAD PAINT INSPECTIONS - Inspections of buildings with the use of a spectrum analyzer and computerized reports, identifying the presence of lead paint on interior and/or exterior surfaces. Licensed lead paint inspectors perform fee-for-service inspections regardless of household income.  Some subsidy may be available for households with a child having elevated blood lead levels.
• REHABILITATION TECHNICIAN - Helps households locate and secure the resources they need to meet their housing rehabilitation needs.
• REHABILITATION SPECIALIST - Technical specification writing, bidding and inspection services to municipalities that have received Community Development Block Grants (CDBG) for housing rehabilitation.
• HOME REHABILITATION PROGRAM- Provides low-interest loans or grants to income and program-eligible homeowners for home rehabilitation and supplemental grants for lead hazard reduction.
• WEATHERIZATION - Purchases and installs all types of energy conservation materials (within guidelines) for income-eligible homeowners and tenants.
• CENTRAL HEATING IMPROVEMENT PROGRAM (CHIP) - Provides up to $2500 in heating system improvements (such as cleaning, tuning, evaluation, burner retrofit, repair, replacement and conversion) to income-eligible households.
• ABOVE GROUND STORAGE TANK REMOVAL (AST) - Replaces heating oil storage tanks, for income-eligible households, that are in risk of causing an oil discharge into the environment.
• LOW INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP)- Provides financial assistance to income and program-eligible households to help meet winter energy costs.
• COMMUNITY DEVELOPMENT - Outreach, referral, counseling and/or group organization assistance for income-eligible individuals.
• ENERGY CRISIS INTERVENTION PROGRAM (ECIP)- Provides up to $200 to income-eligible households for emergency fuel delivery or an electrical disconnect emergency. In addition, up to $2500 is provided to income-eligible homeowners for the repair or replacement of dangerous, malfunctioning or inoperable heating appliances or systems that pose a threat to health and safety.
• LOW-INCOME ASSISTANCE PROGRAM (LIAP) - A statewide program that makes LIHEAP-qualified customers' electricity more affordable by assisting with electric bill payment.
• FAMILY DEVELOPMENT ACCOUNT (FDA)- Matched savings accounts for low-income families for the purchase of assets, such as post secondary education, career training, work transportation, a home or home repair, a small business, or certain healthcare needs.
